Bridging Uganda's Digital Divide
While access to smartphones and basic mobile connectivity has expanded across urban schools and rural refugee settlements in Uganda, a severe digital skills divide persists. Many educators in primary teachers' colleges still rely almost entirely on analog blackboard methodologies, while refugee youth entrepreneurs often lack the foundational digital competencies required to track inventory, market services online, or protect their financial savings from cyber fraud.
Since 2021, I have served as Lead Digital Adoption Consultant & Trainer with NGO Mondo—Estonia's largest non-profit organization devoted to development cooperation and global education—spearheading the national Digital Competencies Training (DCT) program. To turn this national digital divide into sustainable economic and institutional empowerment, we designed customized, European DigComp-aligned curricula across four distinct operational environments:
Multi-phase digital pedagogy transformation and intensive Training of Trainers (ToT) for 55+ teacher educators and student teachers, embedding Google Workspace, AI lesson planning, and cybersecurity into formal teacher training.
Facilitating intensive Training of Trainers (ToT) for the "Transforming digital learning to earning" project, equipping over 160 young refugee entrepreneurs with mobile financial record-keeping, e-commerce, and business digital tools.
Equipping trade instructors and vocational facilitators at the Norwegian Refugee Council (NRC) Yoyo VTC with smartphone-based instructional management and practical classroom digital tools.
Delivering specialized ICT pedagogy masterclasses across four major refugee-hosting settlements and primary institutions (including Mvara Junior School, Arua and Finn Church Aid trainers) to cascade digital literacy.
A Hands-On, DigComp-Aligned Training Model
Delivering high-impact digital training across rural teachers' colleges and remote settlement environments requires a stark departure from traditional PC lab instruction. I established a localized training methodology anchored in three core strategic pillars:
European DigComp Localization & ToT
Rather than teaching abstract software theory, I authored practical curricula mapped directly to the European DigComp Framework (Digital Competence Framework for Citizens). By prioritizing Training of Trainers (ToT) cohorts, every certified teacher educator and refugee trade instructor becomes equipped to autonomously mentor dozens of peers and youth within their home institutions.
Offline-First & Smartphone-Centric Pedagogy
Remote settlements often contend with intermittent cellular coverage and unpredictable power grids. To ensure uninterrupted learning, I engineered offline-first toolkits—utilizing downloadable application packages (APKs), low-bandwidth Google Lite apps, and shared-device group rotations so that every participant gains direct, tactile practice regardless of local hardware availability.
Embedded Cybersecurity Safeguarding
Digital financial inclusion without cybersecurity creates extreme vulnerability for marginalized youth. Every entrepreneurship and Google Workspace module is paired with mandatory scam-prevention and anti-phishing masterclasses (highlighted by annual Global Encryption Day workshops), ensuring participants can safely operate online accounts and mobile money ledgers without exploitation.

Over 55 certified teacher educators transitioned from purely analog blackboard methods to utilizing Google Classroom, cloud sharing, and AI tools—streamlining lesson preparation and grading for hundreds of future primary school teachers.
Economic Resilience & Fraud Reduction in Kyaka II
Over 160 young refugee entrepreneurs successfully adopted mobile digital bookkeeping and smartphone product photography, reporting increased daily customer reach and enhanced protection against mobile money fraud.

By embedding rigorous Training of Trainers (ToT) principles across Yumbe, Rwamwanja, Bidi Bidi, and Rhino Camp, initial cohorts of certified trade instructors have independently cascaded digital skills to hundreds of additional settlement youth.
